Lake Township, August 19, 2024 — The Lake Township Board of Trustees convened on Monday, August 19, at the Township Hall for their regular meeting. Key topics on the agenda included the potential purchase of property for a new township hall, budget amendments, and updates on local ordinances. New Township Hall Project Progresses

The proposed development of a new township hall took center stage during the meeting. The board discussed the necessity of a topographical survey to facilitate the project, with estimates provided by Tank Surveying. A survey of the northern half of the property was estimated at approximately $2,500, while a full survey of the entire property would cost around $5,000. After deliberation, the board unanimously approved a maximum of $6,000 for a complete topographical survey, enabling broader development possibilities for the property.
During public comments, Bruce Grauf inquired about the decision-making process for the property purchase and the financing of the new hall. The board clarified that they held the authority to make such decisions since no new taxes would be levied. The supervisor added that grants and low-interest loans through rural development would be sought to fund the project, with no additional tax burdens on residents.
Budget Amendments to Address Server Upgrades
The board approved a budget amendment to accommodate upgrades to the township’s server and ongoing maintenance services for the hall. An additional $3,000 was allocated to the Service/Maintenance Contracts line item within the budget, sourced from the general fund. This adjustment was unanimously approved, reflecting the board’s commitment to maintaining operational efficiency and technological readiness.
Millage Levy Resolution Adopted
A significant decision was the adoption of Resolution 2022-13, which set the millage rates for the township. The resolution outlined the following rates: Operating at 0.8925 mills, Roads/Sponge Moth at 1.4865 mills, Roads at 0.9874 mills, and a CAFPA Special Assessment at 1.000 mill, totaling a maximum allowable rate of 4.43664 mills for the 2024 tax year. The resolution was passed with a unanimous roll call vote, and a complete copy of the resolution is available at the township hall during business hours.
Ordinance Amendments and Future Discussions
The meeting also touched upon potential amendments to the garage sale ordinance to include provisions for firewood sales. Due to the absence of a full board, this discussion was tabled for a future meeting. The board indicated willingness to explore these amendments, aiming to provide clear guidelines for residents.
Public Concerns and Clarifications
Public comments highlighted various community concerns. Kenny Kapa expressed unease regarding the usage of American Rescue Plan Act (ARPA) funds for the property purchase, noting that these funds were first discussed in November 2021. Additional questions from attendees revolved around the township’s handling of transfer station funds, with some residents suggesting the need for tighter financial oversight to avoid potential malfeasance.
The board was also asked about compliance with recent changes in laws governing the siting of renewable energy facilities. In response, the supervisor confirmed that the board had adopted relevant ordinances pertaining to wind, solar, and battery storage facilities, which are accessible on the township’s website.

The meeting concluded with a motion to pay outstanding bills, including an additional invoice from Emterra for a dumpster. The board also approved a quote from AVCI for remote server backup protection at an annual fee of $159. The meeting was adjourned at 8:37 p.m.
