Michigan Solar Farms Expected to Outpace New Wind Turbines Through 2030

Michigan projections show large solar farms providing more than 80% of expected solar and wind growth, with major developments proposed across the Thumb.

State forecasts show utility-scale solar accounting for more than 80% of Michigan’s expected solar and wind growth, with several major projects proposed across the Thumb

Michigan’s next renewable energy construction boom is expected to look much different from the wind turbine expansion that reshaped parts of the Thumb during the 2010s.

An analysis of state forecasts, utility contracts and regulatory applications shows that large Michigan solar farms are likely to dominate the state’s renewable energy growth through 2030.



Renewable generating capacity regulated by the Michigan Public Service Commission is projected to rise from about 8,300 megawatts at the end of 2025 to approximately 17,800 megawatts by the end of 2030.

Solar power is expected to provide about 7,500 megawatts of that increase. Wind generation is projected to grow by approximately 1,700 megawatts.

That means solar could represent more than 80% of Michigan’s combined solar and wind expansion over the five-year period.

Michigan Solar Construction Could Surge After 2026

Relatively little new capacity is expected during 2026, but construction could accelerate sharply beginning in 2027.

State planning estimates point to about 200 megawatts of new solar generation in 2026. Projected additions then increase to approximately:

  • 1,600 megawatts in 2027
  • 1,400 megawatts in 2028
  • 1,800 megawatts in 2029
  • 2,500 megawatts in 2030

Expected wind additions are considerably smaller. Current projections show about 200 megawatts of new wind capacity in both 2027 and 2028, 400 megawatts in 2029 and 900 megawatts in 2030.

Those figures are planning estimates, not guaranteed construction totals. Projects can be delayed by financing, local opposition, regulatory reviews, equipment availability or problems connecting to the electrical grid.

Consumers Energy Signs Major Solar Contracts

The solar shift is already visible in recently approved utility contracts.

On June 11, 2026, the Michigan Public Service Commission approved Consumers Energy contracts involving 1,269 megawatts of solar generation.

About 669 megawatts would come from projects inside Michigan. The remaining electricity would come from solar facilities in Illinois and Iowa.

Michigan solar farms projects include:

  • The 499-megawatt Sunfish Solar project in Calhoun County
  • The 90-megawatt Acceleration Solar project in Ingham County
  • The 80-megawatt Portside Solar project in St. Clair County

Other projects moving through development include the 150-megawatt Watertown Solar project in Sanilac County, expected to begin operating in mid-2027, and the 200-megawatt Silver Creek Solar Park in Huron County, scheduled for completion in September 2028.

Thumb Counties Remain a Renewable Energy Target

Huron, Sanilac and Tuscola counties played a major role in Michigan’s first wind energy expansion. Existing transmission lines, open farmland and established utility corridors could now attract additional solar farms, wind turbines and battery storage projects.

As of Aug. 1, 2026, the Michigan Public Service Commission listed nine active or paused solar siting cases representing 1,472 megawatts.

The commission listed one wind application: the proposed 300-megawatt Riverbend Wind project in Sanilac County.

Another proposed project, Birch Valley Solar, would add 162 megawatts in Tuscola County.

The Riverbend project could include up to 50 turbines and is targeting operation in late 2028. If completed, it would be one of Michigan’s largest recent wind developments.

State Law Changes Who Decides

Several large projects are being reviewed under Public Act 233 of 2023.

The law allows certain renewable energy developers to seek approval from the Michigan Public Service Commission when local approval cannot be obtained or when a community lacks a compatible renewable energy ordinance.

The state siting process generally applies to solar projects of at least 50 megawatts and wind projects of at least 100 megawatts.

Supporters say statewide standards are needed to prevent local restrictions from blocking energy projects. Critics argue the law weakens township and county control over land-use decisions.

That conflict is likely to become more visible as solar developers seek thousands of acres across rural Michigan.

Solar and Wind Affect Farmland Differently

A large solar project generally requires about six to eight fenced acres for each megawatt of generating capacity.

When access roads, setbacks, drainage areas and participating property are included, the full project area can reach approximately nine to 12 acres per megawatt.

A 200-megawatt solar farm could therefore cover roughly 1,200 to 1,600 acres with panels and related equipment.

Traditional crop farming usually stops inside the fenced portion of a solar facility, although some projects allow sheep grazing, pollinator plants or other limited agricultural activity.

Wind projects operate differently.

Turbines are spread across a much larger area because they must be separated to reduce turbulence. However, turbine foundations, access roads and electrical equipment occupy only a small portion of the property.

Federal research estimates that wind projects permanently displace about 0.74 acre per megawatt. Most land between turbines can continue to be farmed.

Solar has a more concentrated effect on farmland. Wind affects a wider area through turbine height, sound, shadow flicker, access roads and visibility.

Setbacks Vary by Energy Type

Michigan’s statewide standards require large solar equipment to be at least 50 feet from certain road rights-of-way and nonparticipating property lines.

Panels must generally be at least 300 feet from an occupied building on nonparticipating property. Solar panels may not exceed 25 feet in height when fully tilted.

Wind setbacks are based on turbine height.

A wind turbine must generally be at least 1.1 times its blade-tip height from certain roads, property lines and utility lines. It must be at least 2.1 times its height from an occupied nonparticipating building.

For a turbine reaching 650 feet, those distances would be about 715 feet and 1,365 feet.

Wind projects must also limit shadow flicker at occupied nonparticipating buildings to no more than 30 hours per year.

Grid Delays Could Slow Construction

Approval does not guarantee that a project will begin operating on schedule.

Renewable facilities must connect to the regional transmission system managed across much of Michigan by the Midcontinent Independent System Operator.

Although the formal review schedule is measured in months, older interconnection cycles have often taken several years.

Transmission limits could become one of the largest obstacles to meeting Michigan’s renewable energy targets.

Solar is nevertheless expected to remain the state’s leading source of new renewable capacity through 2030.

For rural Michigan communities, the coming debate will focus less on whether renewable energy is coming and more on where projects will be placed, how much farmland they will use and whether final authority belongs to local governments or state regulators.
