Proposed Medicaid Cuts in Michigan Would Devastate Michigan’s Rural Health Network
CADILLAC, Mich. – As Congress prepares to finalize a controversial budget reconciliation bill, Michigan state leaders and healthcare executives are sounding the alarm: sweeping cuts to Medicaid in Michigan would trigger widespread damage across rural hospitals and fragile local economies.
At a roundtable hosted by Munson Healthcare Cadillac Hospital, officials emphasized that more than 2.6 million Michiganders — including children, veterans, and people with chronic illnesses — rely on Medicaid. The proposed federal cuts could strip away more than $20 billion in funding over the next decade, disproportionately harming small towns and rural communities already grappling with limited access to care.
“Many Michigan residents will lose their health care under these proposed Medicaid cuts,” said Elizabeth Hertel, Director of the Michigan Department of Health and Human Services.
Michigan Medicaid Coverage Critical for Children, Veterans, Rural Patients

Medicaid currently covers one in four Michiganders, including over 40% of children and a third of all rural residents. In regions like Northern Michigan, where 75,000 residents and 61% of all births at Munson’s Cadillac facility are Medicaid-supported, the implications of funding reductions are especially dire.
Without Medicaid, patients are more likely to skip critical services — from early screenings to mental health support — which could lead to more severe illnesses and overreliance on emergency care.
“Medicaid is a lifeline for Michigan’s residents, communities and economy,” said Ed Ness, President and CEO of Munson Healthcare.
Medicaid Cuts Threaten Economic Stability in Small Towns
Beyond patient health, the proposed cuts pose a serious threat to Michigan’s rural economies. In many towns, health care is the largest private sector employer, providing well-paying jobs that support local businesses and tax bases.
“Cuts to Medicaid will have devastating effects on local economies and will result in job losses,” said Susan Corbin, Director of the Michigan Department of Labor and Economic Opportunity.
Without sufficient funding, rural hospitals may be forced to lay off staff, cut services, or even shut down. This, in turn, makes communities less attractive to new businesses and residents, accelerating population decline and reducing local government revenue.
Key Services at Risk Across Michigan’s 65 Rural Hospitals
Michigan is home to 65 rural hospitals, many of which already operate on razor-thin margins. These facilities rely on Medicaid to fund emergency care, obstetrics, cancer treatments, and mental health support. Any funding disruption could jeopardize their ability to offer even basic services.
Laura Appel, Executive VP at the Michigan Health & Hospital Association, stressed that these cuts wouldn’t only impact Medicaid recipients but would “harm access to care for all community members.”

As Congress debates the federal budget, Michigan officials are urging a bipartisan rejection of Medicaid cuts. They argue that the move would unravel decades of progress in public health and create ripple effects across the state’s economy.
