Six new laws focus on safeguarding homeowners, boosting organ donation, addressing housing needs, and enhancing public service benefits.
Whitmer’s Latest Legislative Actions Tackle Real Estate Fraud and Housing Needs
In a push to further her administration’s “Make it in Michigan” initiative, Governor Gretchen Whitmer signed six bipartisan bills aimed at protecting homeowners, enhancing public health, and addressing housing needs. Among the new laws, House Bills 5598 and 5599, sponsored by State Representative Tullio Liberati (D-Allen Park), strengthen penalties for real estate fraud, particularly deed fraud, which disproportionately affects senior homeowners.
“Deed fraud is one of the biggest scams facing our seniors,” said Liberati. “This legislation strengthens our laws to deter criminal activity and protects the integrity of property ownership.” The legislation allows local registers of deeds to take swift action against fraudulent practices and sends a strong message that real estate scams won’t be tolerated in Michigan.
Tax Credit for Organ Donors to Boost Public Health
Whitmer also signed House Bill 4361, sponsored by State Representative Felicia Brabec (D-Pittsfield Township), creating a tax credit to alleviate the financial burden on organ donors. The measure covers costs like lost wages and medical bills, promoting increased organ donation and saving lives across Michigan.
“Organ donation has the power to transform and save lives,” Brabec emphasized. “This tax credit removes barriers and encourages more Michiganders to become donors.”
Housing and Local Planning Addressed with New Law
House Bill 5557, introduced by State Representative Kristian Grant (D-Grand Rapids), requires local planning commissions to consider housing needs when developing master land use plans. By reflecting community interests in housing policy, the legislation aims to address Michigan’s housing crisis at the local level.
“This is a major victory for affordable housing in our state,” said Grant. “Inclusive planning will improve business corridors, increase livability, and attract new residents.”
Increased Retirement Benefits for Judges and Support for Higher Education
Two additional bills signed into law address judicial compensation and higher education representation. House Bill 5328, sponsored by State Representative Jimmie Wilson Jr. (D-Ypsilanti), raises the retirement contribution limit for judges and civil servants from 3% to 5%, with a matching employer contribution, enhancing judicial job appeal and retention. Meanwhile, House Bill 5522, championed by State Representative Carol Glanville (D-Walker), expands Michigan’s participation in the Midwest Higher Education Commission by adding the Director of the Department of Lifelong Education, Advancement, and Potential (MiLEAP) as a nonvoting member, improving collaboration and resource-sharing.
Whitmer praised the legislative package for its practical impact on Michigan’s residents. “These bipartisan efforts cut red tape, protect assets, and support our public health and housing needs,” she said. “Together, we are creating a stronger, more resilient Michigan.”
