Michigan’s utility landscape faces scrutiny as Consumers Energy seeks another rate increase shortly after approval of a previous hike. The recent Consumers Energy rate hike has sparked significant public outcry.

Background on Recent Rate Increases

On March 21, 2025, the Michigan Public Service Commission (MPSC) approved a $154 million electric Consumers Energy rate hike, set to take effect on April 4. This decision allows the utility to collect additional revenue aimed at enhancing grid reliability and reducing power outages. The approved hike is approximately half of the $325 million initially requested by the company. ?

Just seven days later, Consumers Energy announced its intention to file another rate hike request. The forthcoming application, expected on June 2, comes precisely 366 days after their last filing, adhering to the state’s stipulation that utilities can request rate adjustments once every 12 months. The specific amount for this new request has not been disclosed. ?

Michigan Attorney General Slams Back-to-Back Utility Requests

Michigan Attorney General Dana Nessel has expressed strong opposition to the frequency and timing of these rate increase requests. She emphasized the challenge of assessing the impact of previous hikes before new ones are proposed. Nessel stated, “By allowing Consumers Energy and DTE to file a new rate hike every twelve months, the State is allowing these billion-dollar businesses to ask for more and more before anyone can even gauge the impact of the previous rate hike.” ?State of Michigan | Michigan.gov

Nessel’s office has been proactive in intervening in utility rate cases, achieving over $3.7 billion in savings for Michigan consumers. Her commitment to scrutinizing these requests aims to ensure that ratepayers are not unduly burdened. ?

Consumers Energy Defends Timing and Legal Compliance

Consumers Energy, which provides electricity to about 1.9 million customers statewide, says it is operating fully within the boundaries of Michigan utility law. The new filing, currently just a notice of intent, will be followed by a formal application in June.

The utility argues that these regular filings are part of necessary infrastructure investment, including grid modernization and vegetation management. In its recent hike, the utility earmarked funds for a $125 million tree trimming program, aiming to reduce outages caused by downed lines during storms.

Still, no details have yet emerged on the size or scope of the upcoming June request.

Michigan Residents Question Value of Consumers Energy Rate Hike

The immediate effect of the approved $154 million rate hike will be an average increase of approximately $2.78 per month for residential customers using 500 kWh. This 2.8% rise is intended to fund infrastructure improvements, including a $125 million tree-trimming initiative aimed at reducing outages caused by vegetation interference. ?

However, the prospect of consecutive rate increases raises concerns among consumers about the cumulative financial impact and the transparency of the utility’s investment strategies. The Citizens Utility Board of Michigan has questioned the necessity of the approved rate hike, suggesting that Consumers Energy failed to justify the need for additional funds. ?

DTE and Natural Gas Rate Hikes Also Under Review

This pattern of frequent rate hike requests is not unique to Consumers Energy. In January, the MPSC approved a $217 million rate increase for DTE Energy, another major utility provider in Michigan. DTE has also indicated plans to file for another rate hike in the near future, reflecting a broader trend among utilities in the state. ?

The recurring nature of these requests has prompted discussions about the regulatory framework governing utility rate adjustments and the mechanisms in place to protect consumers. Stakeholders are calling for a more comprehensive evaluation of how rate increases are proposed, justified, and implemented to ensure that they serve the best interests of Michigan residents.?

This growing trend of serial rate hike filings among Michigan’s major utilities raises bigger questions about the state’s regulatory process and whether it’s doing enough to protect residents from ongoing financial strain.
